Eligibility Details
- Personal Assistant (Stenographer Grade-III): Bachelor’s Degree from a recognized university along with a Diploma in Stenography from a recognized institute.
- Librarian: Bachelor’s Degree from a recognized university with a Degree or Diploma in Library Science.
- Upper Division Clerk (UDC): Bachelor’s Degree from a recognized university and a minimum 6-month Diploma in Computer Application from a recognized board or institution.
Salary Details
The salary for all posts under the recruitment conducted by the APSSB is the same and falls under Level-5 of the Pay Matrix.
- Personal Assistant (Stenographer Grade-III): ₹29,200 – ₹92,300 per month
- Librarian: ₹29,200 – ₹92,300 per month
- Upper Division Clerk (UDC): ₹29,200 – ₹92,300 per month
Apart from the basic pay, selected candidates will also get Dearness Allowance (DA), House Rent Allowance (HRA), and other allowances as per Arunachal Pradesh government rules.
Age limit
- Minimum Age: 18 years
- Maximum Age: 35 years
Age Relaxation:
- APST Candidates: 5 years relaxation
- PwBD Candidates: 10 years relaxation
- APST PwBD Candidates: 15 years relaxation as per government rules.

Selection Process
1. Stage-1: Stenography Proficiency Test (Only for Personal Assistant – Stenographer Grade-III)
- This stage is applicable only for the Personal Assistant (Stenographer Gr-III) post.
- The test duration is 5 minutes at 80 words per minute (wpm) and consists of:
- Dictation: 5 minutes @ 80 wpm
- Transcription: 45 minutes (in English) on computer
- Candidates will be tested on their speed and accuracy, with 8% permissible mistakes allowed for general candidates and 10% for APST candidates.
- A trial passage will be provided to familiarize candidates with the dictation and pronunciation.
- This test is qualifying in nature—only candidates who pass Stage-1 will be eligible to appear for Stage-2 (Written Examination).
- The final merit list for this post will be based solely on the written exam marks.
2. Stage-2: Written Examination (Objective Type Multiple Choice Questions)
- This stage is applicable for all posts including Personal Assistant, Librarian, and Upper Division Clerk (UDC).
- The written exam consists of 200 marks and will be conducted over 2 hours.
- The question paper is divided into four sections with equal marks distribution:
- General Awareness – 50 marks
- General Intelligence & Reasoning Ability – 50 marks
- Arithmetical & Numerical Ability – 50 marks
- Test of English Language and Comprehension – 50 marks
Test of English Language and Comprehension will assess candidates’ ability to spot errors, fill in blanks, recognize synonyms/antonyms, spelling, idioms, sentence improvement, narration, and comprehension skills.
Important Notes for the Written Examination:
- Candidates must secure a minimum of 33% aggregate marks to qualify.
- Candidates scoring below 33% will not be considered for selection.
- There is no sectional cut-off, only aggregate marks matter.
- There is no negative marking for wrong answers.
