Eligibility Details
The required educational qualifications vary by post. Candidates should check the following post-wise requirements before applying:
- Computer Programmer: Candidates must hold a Bachelor’s degree in Science along with training in Computer Programming and Operation. They must also have at least three years of experience in Computer Programming and Operation, including one year of experience in a scientific institution.
- Junior Assistant: Candidates must have passed Intermediate (12th) and hold a Diploma in Computer Operation or a DOEACC Society CCC certificate, or an equivalent certificate from a government-recognized institution. They must also have a typing speed of at least 25 words per minute in Hindi or 30 words per minute in English.
- Computer Operator: Candidates must hold a Graduate degree along with training in Computer Operation and Programming.
- EPABX Operator: Candidates must hold a Graduate degree along with training in EPABX and Post & Telegraph Department training.
- Accountant: Candidates must hold a Graduate degree in Commerce with Accountancy and have two years of experience in a Government, Semi-Government, Autonomous, or Public Sector Undertaking organization.
- Private Secretary to the Director General: Candidates must hold a Bachelor’s degree in any discipline from a recognized University or College. They must also have Hindi and English shorthand skills with a typing speed of at least 25/30 words per minute.
- Stenographer: Candidates must have passed Intermediate (12th) and possess a Hindi shorthand speed of 80 words per minute and a typing speed of 25 words per minute. They must also have computer knowledge along with a CCC certificate conducted by DOEACC Society or a computer course certificate issued by the Board of Secondary Education.
- Accounts Clerk: Candidates must hold a Bachelor’s degree in Commerce along with knowledge of computer applications and accounting.
Salary Details
UPCAR will provide the selected candidates with pay according to the 7th Central Pay Commission (CPC) structure. The post-wise pay details are as follows:

Additionally, selected candidates will receive applicable allowances and benefits according to the Government of Uttar Pradesh rules, including Dearness Allowance (DA), House Rent Allowance (HRA), and medical facilities.
Age limit
Age eligibility will be calculated as of 17 September 2026, the crucial date specified in the recruitment notification.
- The minimum age of the candidates should be 21 years.
- The maximum age should be 40 years.
- Candidates must have been born on or before 17 September 2005 and on or after 17 September 1986.
- The notification states that there will be no upper age limit for officers/staff members already working on a regular basis in the Institute.
- All age-related eligibility conditions will be determined with reference to 17 September 2026.
Application Fee
The application fee structure is simple, with the same amount applicable to both listed categories:

Selection Process
The selection process includes a written examination followed by a qualifying skill-based assessment wherever applicable:
- Tier-I: OMR-Based Written Examination – Candidates will first appear for an objective-type written examination consisting of multiple-choice questions (MCQs).
- Negative Marking – The examination will include a negative marking of 1/4 mark for every incorrect answer.
- Bilingual Examination – The OMR-based written test will be conducted in both Hindi and English.
- Normalization of Scores – UPCAR may normalize the Tier-I scores if required.
- Tier-II: Skill/Trade/Computer Proficiency Test – Candidates may have to appear for a Trade, Skill, or Computer Proficiency Test, wherever applicable.
- Qualifying Nature of Tier-II – The Tier-II test will be qualifying in nature and will not determine the merit score.
- Merit List – UPCAR will prepare the merit list primarily on the basis of marks obtained in the Tier-I written examination.
- Tie-Breaking – If candidates secure equal aggregate marks in Tier-I, UPCAR will first consider the date of birth, placing the older candidate higher. If the tie continues, it will use the alphabetical order of candidates’ names in English.
